What is CAP Whistleblower Protection?

A “Whistleblower Complaint” is a complaint by a CAP member or parent or legal guardian of a cadet member alleging reprisal for making or preparing a protected communication or reprisal against one who exposes any fraud, waste, mismanagement, deficiency, cadet protection issue, abuse of authority, violation of CAP regulations, or discrimination.  This is different from retaliation that is defined in CAPR 35-8 and does not involve a "protected communication".
